Going back to your image, there's "glowing stars" on the bra, placed approximately where the nipples would be. On top of that, there's a "shooting star" on the bikini-bottom that looks like it represents the location of her slit (With the star, itself, being where her anus would be, in a sense).
Regardless of how small a bikini or how bare the skin that's showing is, in fact, showing, as long as "something can't be misconstrued as a nipple, penis, vagina, or anus" (And in the case of the examples I gave, "cameltoe" counts as that which can be viewed as a vagina), it's essentially allowed to be as risqué as it wants.
Essentially, if you removed the shooting star, its tail, and the two precariously-placed stars, editing them out so there was just purple bikini there instead, it would be accepted.
