It may be that people are interested enough to follow the story's progression, but aren't yet sure about whether it's worthy of a like. I myself consider this site's "Favorite" and "Like" buttons to be equivalent to FanFiction.net's "Follow" and "Favorite" buttons, respectively--especially since I can't retract a like (except by replacing it with a dislike, which is merited only exceedingly rarely), while I can retract a favorite if I don't like the direction that the story takes.
