Giving a brief history lesson since there are millions of words of backstory.
Sha'am Maut was one of the original six Dreamwardens on Earth, along with Phobia Remedy, Yinyu Wu Yan, Ghadab, Krik, and Psyhic Calm. Each had a title Warden of ______. Phobia is the Warden of Fear. Sha'am Maut was the Warden of Death. The others, in order named above, were Lust (or called Passion in some parts of the world), Anger (sometimes titled Vengeance or Justice in some parts of the world), Silence (sometimes called the Secret Keeper or The Unspeaking), and Peace. Luna is the sole Dreamwarden of Equestria, having complete authority over Equestria's dream realm. The six split authority over our universe's dream realm and work as a team to manage it. A Dreamwarden who goes to another universe is not a Dreamwarden in that universe, but can appoint a Dreamwarden in that universe, this is what Luna did when she appointed the six.
Sha'am Maut was chosen by Luna to be one of the original six Dreamwardens of Earth because she was viewed as an uncompromising enforcer who would push for the stricter punishments when needed when the others couldn't stomach it. The original six were chosen with the intent that their varying personalities would balance each other out and justice would be given fairly, but due to circumstances she gained dominance over the others in the early days.
Sha'am was known for being very brutal. Torturing those who so much as used the wrong tone of voice towards her. Her brutality went on for about six months before the other five collectively censored her, bringing her reign of terror to an end. There was even a failed attempt to pressure her into retirement to Equestria by Luna and the other Dreamwardens, but she threatened suicide and binding herself as an incorpreal being in the dream realm if they attempted to force her to Equestria, and they relented.
Sha'am was over a hundred years old when she had been chosen, and passed away within three years. She, like the other Dreamwardens who die on Earth, persisted in our universe's dream realm (each universe has one), although still holding to the censor. She finally retired and locked herself away in the Eternal Dream after the Cataclysm of Riverview, and Arbiter took up her position. She has since been reincarnated, although her new incarnation doesn't normally remember anything from her life, nor does it have the power of Dreamwarden. The reincarnation did actually make a brief cameo appearance in this story, Moses.
Arbiter died during the Catacylsm, in the act of causing it, immediately after assuming role as a Dreamwarden. Ghadab died right before the Cataclysm during a genocide against his Beaudoin pony tribe and Yinyu about a year after that while defending her foals from China. All three persist as undead wardens in the dream realm. Psychic Calm and Krik both retired to Equestria after successor for them were chosen and as of this story, both have passed away from old age and do not persist anywhere. Krik's successor has actually retired to Equestria as well by this story. Phobia is the last still flesh and blood Dreamwarden out of the original six, although Yinyu and Ghadab still exist as incorpreal beings in dreams. The Marshmallow (Warden of Creativity) was the chosen successor of Psychic Calm, chosen specifically because she wasn't intimidating, and also viewed as lighthearted. This was keeping with the idea they tried to maintain some balance in personalities.

the Dreamwardens need some kind of watchdog that has the power to smack them down hard and or remove them the hard way.
I think there's a lot I'm not aware of, but what's so scary about that? If she's the equivalent of Luna, wouldn't the most she could do be to give Charlotte nightmares, and maybe figure out what she's going to do next?

Lots of knowledge, devoted followers, and a willingness to go to extremes to accomplish a goal. What separates her from the random radicals that attack is that knowledge and the extremes she is willing to go. Sunset Blessing deals with would be assassins all the time, but she doesn't deal with assassins that have been carefully instructed on how to make some alien weapon to blow up the entire city block the manor sits on rather than try to break in– not saying she would take that exact route, but giving an example of what kind of thing she could do.
