You know, it's a rather harsh wake up call -- the truth generally is -- but Luna's right. If you think about it, just about all the mares in Herd Apple joined for their own reasons. Granted, they may love Dough now, but in the beginning?
For example, Applejack, Rainbow, and Rarity wanted to use Doug to relieve them of their estrus. They never intended to get pregnant. (Hope the Crusaders don't hear about this conversation. I can't think of any scenario where finding out you were a mistake ends well at all.) They only got in a herd so that their fillies had a father and a proper family. If he was truly incompatible and unable to impregnate them, they would never had gotten together in the first place.
Next, Fluttershy, Pinkie, and Twilight. Now keep in mind, the six Element Bearers were united by a bond of destiny ever since Rainbow's first Sonic Rainboom gave them their cutie marks. That said, would these three ever have seriously considered getting in a herd with Doug if the other three hadn't formed one with him first?
The Alicorn sisters? Luna already said it. He was the father of their foal, and public convention dictated that it only be proper for the sire and mother (especially a public figure) to join together as a family. It was a herding of convenience, not love. I mean, Princess Cadance once tried to join their herd to get a foal, and she was already in love with Shining Armor. That just proves how desperate the alicorn princesses were to be mothers.
So yes, Doug's herd started out with marrying for convenience, responsibility, etc. Again, I'm not saying they didn't come to love Doug eventually, but I don't think that is why they joined.
Wait what? What was going on with Best Pony (Rainbow Dash)? For a moment it seemed like the look she was giving Doug was trying to say that she didn't love him. I mean I know Best Pony initially wasn't too thrilled with joining Herd Apple but I thought that that was because her pregnancy was an accident.
And does Luna actually not love Doug? And what promise is she talking about and why doesn't she intend to keep it? I'm confused... maybe I need to go back and reread the whole series again...

You're right; Best Pony's concern is more on their initial reason, that they didn't herd for love but for convenience / doing the right thing. And while I think we can all agree that their herding was rushed initially, they devoted themselves to it and got past that obstacle.
To be blunt... Luna doesn't love him, or maybe more accurately doesn't love him as much as the other ponies. She hasn't gotten to that point, mostly because of hangups over their initial 'confrontation', let's say. As well, Doug has to split himself up among quite a few of them.
The promise is more of a general 'Until death' marriage vow that I... never really depicted in Errant Finale. She intends to keep it and stay with him. If I ever got around to expanding that (please please please don't say I should rewrite it) I would add more 'chill' scenes where they are relaxing, listening to inauguration speeches about Twilight becoming an alicorn, exploring their new positions with regards to that. Actually, a lot of that will happen in this 'book', so maybe I don't need to do that so much.

Spot on. Though some of the ponies might have stuck with him even if he couldn't sire foals, namely those not named Rainbow Dash (heck, even she might have specifically because of that reason). It would have, to paraphrase of one of the comments on First Year, been a lot more depressing as Doug goes about raising a bunch of other ponies' foals, and that's not a fun story to read at all.
You know, I remembered a conversation about one of the foals talking with the initial five's reasons for joining the herd (Year Seven, 15-17), but I thought it was Scootaloo. Turns out it was Applebaum, with Sweetie Belle tagging along to hear Rainbow's blunt confession.

In Year One Applejack tells Big Mac that she's not sure if it's love but she does feel something for Doug
So while I concede the point that joining Herd Apple was at first more or less obligated, I don't agree with the assertion that Applejack started Herd Apple with Doug because she felt obligated. Herd Apple's foundation is the feelings they have for each other, not because he knocked her up.

You know, Purple Smart isn't very smart when it comes to following a specific set of rules: You do not tempt the all powerful Murphy, or the Fates, or the Universe.
Wondering about this deal, it'd help them out of this situation but it wouldn't help the hippogriffs at all, they'd still be in a bad spot. Though there really is no really optimal outcome here I think.
Luna might regret those words soon.
