I actually thought about the last chapter at work today. If Luna or the others have a problem relinquishing their powers, why not turn things around and request that Equestria holds onto the Staff of Sacanus once it’s fully powered?
After all, when you think about it, Equestria holding onto the staff makes the most sense. Who do the Alicorns (and by extension, their magic) represent? Equestria. Who knows the most about magic in general? Equestrians. Who invented the Staff? Princess Celestia, an Equestrian princess. So, who better to oversee the Staff’s management and security?
And if the other powers still object, they can call them out on it. I mean, their argument was that it was too dangerous for the princesses to keep their magic in the event they lose control should they lose their foals. They never said anything about them keeping the Staff to prevent any misuse of their powers. And if the Storm King doesn’t want to do it, then doesn’t that make him a hypocrite? Expecting the princesses to give up something precious to them while he refuses to do the same.

I suppose it's a good sign when someone keeps thinking about a chapter after the fact; I did my job! Unless it's a plot hole. But you bring up a fair point; it may even be addressed in the next chapter.

The staff didn't encase them, the obsidian orbs did that.
Celestia has an interesting point but one I have is if she and her sister give up their roles who takes their place and how can every creature be assured that the replacements will be fair? Celestia can point out that she has never had any complaints before about her handling of the situation and the council has always been able to talk with her. Who is to say that her replacement would listen to their demands. Better the devil you know then the one you don’t.
Why did they convince her to make that staff in the first place? Could be a long-running plot to depower her and others under the guise of "Safety©".
