Well, the first thing that comes to my mind is Roadkill from TM PS3, but with a black body instead of a red one, stronger armor, a faster special recharge, a slightly higher top speed mixed with quicker acceleration and tighter handling, and driven by two characters seeking revenge. I'm really unsure about the details of the driver and passenger for that one, but what I have already I think is a good start.
A second idea/suggestion I've got is a team-based round, if only to give Junkyard Dog from TM PS3 a chance to show off its alternate special in team games, which will heal all nearby allies except JD itself.
A third idea/suggestion I've got off the top of my head is for Pit Viper from TM1 to make an appearance with its original stats intact: well-rounded armor, speed, and handling coupled to a potentially powerful special attack. I imagine that its smaller size and resulting agility would make it a tough opponent.
