Well.. he kind of can? He's a rare 'S-Class', Princess-level pony, and even Crystal has adopted far more than he has.
Whether he wants to or not is an entirely different question, and here it's clear his heart isn't in it. Currently.
Right now the trajectory is obviously away from adopting this particular pony, but it wouldn't be too weird if they grow closer during their time together in the field before going back. They almost can't fail to grow closer than they are now, but whether it's enough to keep him around is a very different question. And one whose answer I look forward to seeing.

Though I suppose its part of a larger issue of herds needing to form into cohesive, self sustaining units. Only Crystal's herd qualifies right now.
If things don't go pear shaped for diplomacy with this human city, the reasonable thing to do would be to summon all the ponies dozens of miles around the city into one spot, remove each of their infection, and organize them into a herd. Perhaps designate several of them as either leaders or changing them so they in turn can intercept and change any additional infectious ponies that wander close.
Windy's goal is them working together after all, and that's really the only way to give continued help as well as preventing any future infectious pony from causing problems. Alternative is to leave the humans having to constantly defend themselves against strays while at the same time having trade with a pony herd that would be friendly. The goal is to get the killings to stop, and that means controlling and gathering the strays.
On the subject of changing, I think one advancement needed is, if there is a range limit to commands (as it's hinted), is to design specific 'relay' ponies with huge mental communication range to keep in touch with Windy, for both her to access and to also pass messages to her. She has a lot to manage and be kept informed of, after all. Only Crystal's herd is on Windy's side. Of course, that kind of advancement could be done to Windy herself, if she seeks to remove the Gift from herself entire, assuming she even could remove it. It might be necessary for her to be able to control others.
I wonder what will be done with belligerent humans, it's something Windy has simply let go prior, but a real peace has to have both sides give, and there will be those who are content to remain killers who refuse to see ponies as anything other than something that must be exterminated. Of course, the implied reaction will be that all those people who refuse to submit will be absorbed, eventually, by groups like Liz or the Pegasi 'flock'. Basically all the pony herds who are organized and highly effective at changing others beyond strays.

Hmm. It remains to be seen whether the humans will accept this bounty. After all, it could be a case of biological warfare. The question is, can they afford to pass it up? The alternative is burning their only fields, which is no alternative at all in the long term. Even if they do, will they recognize the gift for what it is?
