Princess Luna was the best princess throughout the land. Ever since her return, she had bestowed bat wings on her personal pegasus guards and played games with her lowly subjects on Nightmare Night, to show her friendliness. She sang with Celestia and left the Crystal Empire to Twilight. But most of all, she was more dedicated to her work than anypony else-
“Luna,” Celestia called out, stopping Luna in her tracks as she approached with a clipboard and some paper. “I have a task for you. I need you to review this decree,” she said as she levitated a huge stack of papers into the air, “Make any necessary amendments and sign the dotted lines on pages one, three, four, twice on five, seven, eight, nine-”
“Oh, gee, Sis!” Luna took a step back and scratched the back of her neck. “Gee, I’d love to, but you see, there’s an emergency!”
Celestia looked up from her clipboard and raised an eyebrow. “What kind of emergency?”
“Well, y’see, there’s, uh… a filly! Who’s, um, afraid of the dark!” Celestia stared at her sister with a frown. “So I should… go… and help her…”
“…” Celestia simply watched as her sister disappeared without another word. “… This’s bullshit,” she grumbled as she pulled the decree to her face and scrutinized it for several seconds. “Oh well. I guess we’ll just have to cancel our allegiance with Saddle Arabia.”

A single law more than a few pages long? Bullshit. No good ruler makes laws like that. Then again this is Celestia we're talking about...No righteous ruler does that.

And those are just two. But yeah, laws are many, many pages long. Heck you have government agencies / officials constantly trying to slip statues / laws that will benifit them hidden on things like page 137, or page 64 subsection 5. At least before it gets found and forced to be removed (unless they get lucky).
So yeah, a multi-page law is totally something that happens in real life. All the time. We as civilians either just get the gist of the bill, or only bits of peices of what's in it. Like how it's illegal in florida to bathe naked, yet it's a law that thankfully isn't enforced, yet other than how it's illegal (like having sex with a porcupine (actual law)) Noone really knows more about it than that.)
Add in Celestia being a glutton for punishment, it's not unlikely that she'd deal with laws that are thousands of pages long. By herself, and then wake up to do it again the next day. All because she doesn't tell the nobility to shove it, or give the burden of that paper work to others.

Hey it's a thing. At least the law she was trying to pass onto Luna wasn't something like a Save All Orphans Post-Haste Act # Ten [aka the SOAP-HAT act] Which would've made Scootaloo a very sad filly if Luna didn't look it over.
Should be Alliance. 'Allegiance' would imply that the decree would put Saddle Arabia in charge of Equestria.
