On the other hand, the person isn't instantly transformed when they get hit by it, so it might just rebuild them at the same rate it tears them apart. I mean, by all rights, they should be dead and gone, yeah, but the potion might act as some sort of kick starter for the new body. They're basically dead anyway when potioned, considering what happens to their soul...
Magically enhanced weapons... while the ones here are completely pant-on-head bonkers, something as simple as sturdier springs, bigger gas ports, cooling runes and some kind of kinetic energy dampening spell could transform a banal LMG or assault rifle into lead-spewing buzzsaws that make miniguns blush in shame. Ammo would quickly become an issue though. Or a heating rune would render the snipers' task easier: No more cold bore shots!

Who actually Verity Charter? If I wasn't wrong, she is a HLF member that turn into a pony without becoming a newfoals. Is there a chapter concerning about it?
"Szpilman Alley", eh? I see that at least one of you got around to looking up Polanski's The Pianist... Otherwise this was a nice chapter with some decent action and ever-welcome pieces of world-building. I still think your writing would benefit from editing the more repetitive parts (my brain starts to tune out after reading the latest variation on "humans in the PHL are horsefuckers" or "Newfoals just don't look right" for the twelfth time), but you get a pass for always coming up with new ways to sicken the reader with lots of blood and guts.
Hmm. So it looks like I was partially right about Verity Carter. I suspect that my hypothesis is valid. Verity Carter got hit with a flawed potion intended to make supersoldier Newfoals. She has the skills, powers and abilities of a "Warrior Model" Newfoal but she has her own mind and free will.
As for overpowered weapons? The concussion rifle from Star Wars is my favorite. It fires a bolt of ionized air that explodes upon impact. Packs the punch of a grenade launcher; the accuracy and range of a rifle and the ammunition capacity of a paintball gun.
Of course, the railguns from Tiberian Sun and Eraser are pretty awesome too. Shoot through someone on the other side of a concrete wall? No problem.
And men dream in explosions, explosions, more explosions, explosions that shoot swords, swords that shoot explosions that shoot swords, and lots, and lots, and lots of bullets.

When a person gets ponyfied their organs come out of their mouth..... I think your trying too hard to disturb people.
They would be dead the second those organs spill out.
Even if it was scraps of organs, if they are being damaged heavily like that then the person would die any way.
And the way you describe the transformation, that amount of damage to the human body would kill them.....

After that, everyone just went and tried to find newer/better applications.
As for ammo issues? There's a good reason I consider Storage Runes utterly broken.
