3277167 No. The bracelet detects the heart rate of the pony due to sensitive sensors. Only when the heart is literally no longer beating will it shut off and detach. Besides, there's no proper equipment to tourniquet your arm with in this castle, and attempting it without the right equipment would probably end up permanently damaging said arm. And while cutting the arm off is always an option, you'd die of blood loss before actually escaping the area.
My guess for the mastermind so far is Coin (he spends too much time focusing on Asylum) or Cloud (not completely buying it that he really died and am expecting him to have done that to operate more freely). Hooves is just to obvious with the extra info; a mastermind would make sure it is someone who is made into a prime suspect.
Then again, reverse-reverse psychology isn't out of the question...

Whether or not he's the mastermind and has other reasons, however, is anyone's guess...

You said there was a cape, correct? As far as I'm aware, any sufficiently long piece of cloth would do the job as long as there is a rod available to provide the needed torque. A candlestick would do nicely. So they have the proper equipment, but are unlikely to employ that option. I don't remember the story saying anything about tying the pegasi's wings together either, so if they did cut off their arm they'd retain the ability to fly.
Sorry, if this seems like I'm purposefully poking holes in your story, but I've been in need of a good argument for the past few days.
3277539 There's no way out of the castle aside from - if Zero is being truthful - a door labelled 9. All other exits, such as windows, are sealed off or lead to just another part of the castle. So they can't fly away.
And while they have the equipment, it's unlikely any of them know how to properly do such a thing, and cutting off blood flow to the point where the bracelet would no longer register a heart beat would cause extreme damage, at least temporarily.
And besides, the bracelets are, in a sense, useful; they're needed to open the doors that will lead them out. So taking off their bracelets would just doom them, because they wouldn't be able to open doors without reactivating the bracelets and putting them back on (which they don't know how to do), and while the bombs wouldn't activate, they'd still slowly die of starvation or dehydration.
Never said they'd fly away, but they'd still be able to move. You're right about the damage the tourniquet would cause, likely forcing them to lose the limb if they got out, but it would allow for more time to study the puzzles. So they can lengthen their time limit, but probably by a few hours best before blood stopped flowing after tightening and loosening the tourniquet.
Next question is whether or not you can take multiple bracelets and put them on one person after the other's exploded in order to reactivate them. I'm going to guess not, but if it were then you might be better off solving the doors until it registered that person as two people and made everyone go boom.
3277617 I haven't played the actual game enough to know how the bracelets work, but I assume they need to be reactivated in some way in order to work after the person who originally had them died. Otherwise, it would likely be just as easy to deactivate them. Then again, it was said that the bombs will automatically activate if the person attempts to take off or deactivate the bracelet, so I dunno.
In my mind, the bracelets are more or less the keys to escaping, but they're set to prevent any breaking of rules that would make escape easier. And even if the ponies could fly to move after cutting their leg off, they'd definitely die of blood loss quickly, since they lack medical equipment.
Dang... it's sad because I think that I'd probably blow off Asylum/Note with #4's exact wording.
So the mastermind intentionally gave Hooves more specific information. Huh. Interesting.
And... Cloud seems to have bitten the dust. So, we've either lost #9 or those were some of the greatest offscreen, special effects ever.

3277646 The point of Hooves brushing off Asylum like that was to prevent anyone from wondering why none of them recognized Asylum as being Arrell's companion, especially considering a fair amount of other ponies have. So that was just to get that out of the way by making her seem like some kind of fangirl instead.
And also, you don't need to use spoilers like that. Anyone reading the comments before a chapter is dumb enough to deserve having it spoiled.
True about that last part. I've never played the game, and frankly have no idea which one you're talking about, but I can see where you're coming from. Probably good for a single radio frequency emission before short circuiting, and the bomb takes care of the body. That would make the device effectively untamperable in the time and tool constraints given.
So yeah, there might be a way to deactivate it by getting some space between arm and watch, but that would only work by measuring the arterial blood pressure. More than likely there would be a light and a receiving circuit to view the expanding and contracting veins, and anything that solidly blocks out the light would trigger the device. Really no way around it other than to play the game.

Never said blatant, just asking if it's there. So yes and no, enough to make it apparent when looked back upon but not enough to discern anything concrete immediately.
3277779 Well, I've put out suspicions against everypony, really. But I've also started leaving what could be clues, or they could be there to throw you off. I won't say what's what since that'd, obviously, spoil it.
So, either Cloud has become a nice bowl of chunky salsa, or he's really good at making explosion sounds with his voice. Personally, I think it's the latter, because I remember him having various voice powers from when he appeared in Death Battle: Equestria.
