Given the name of this group — "The Fillyfoolers" — it's quite understandable why people make this mistake.

If you created an empty folder called Foalcon - DO NOT SUBMIT ANY FOALCON you might see a marked reduction in the amount of foalcon submitted.

Foalcon is not restricted to mature content. It is when a pony over the age of consent is together with one younger than the age of consent. This means a pair such as Thunderlane and Sweetie Belle is a case of foalcon. And in 95% of cases, it's done for mature reasons. It's very rare you'll find stories lower rated for such a pairing, but it is not just porn.

What's the age of consent? Well, everyone uses the age of eighteen for Equestria. Explicit fics where characters are human or anthro have to be eighteen years or older in order for the fanfiction to be legal in the first place. Ponies under that age, however, are okay, though it's sketchy in various countries. By "adult", make the characters eighteen. It's the safest way to do it. By making the CMCs eighteen, they are over the age of consent, and the foalcon is then lifted if, say, a twenty year old had sex with them.

Keep in mind that in some peoples' mind, it still feels like foalcon. It won't, by definition, be actual foalcon, but there are some that would still see the CMCs as their younger selves, even if you aged them up.

Personally I think applying human ages of consent to ponies is fairly ridiculous. Horses in our world are sexually mature aged around 2 or 3 years old. (It depends on breed.) And we have no idea how long Equestrian years are compared with Earth years. Also although we know the princesses are at least 1000 years old, we don't really have any canon ages for most other characters — perhaps Twilight is 17? We have no idea.

I accept that the admins of the group have the right to impose whatever rules they want on it, and I'm fully prepared to live with that. People who don't like the rules are free to create another group. This particular rule just seems a little arbitrary to me.

4364099 I'd disagree. Mostly because of the very obvious parallels between the mlp ponies and humans. If they were like our horses, they wouldn't talk or have magic. I don't think it's reasonable to treat them as being animals, when they're representative of people. Like us.

Essentially, it doesn't matter how they age, because we treat them as children. So for all intents and purposes, they are.

In vast majority of countries over the world, age of consent varies from 12-14, while the adulthood is between 18-21.

I can say that pony society is beyond what human society is mostly capable to fully understand or appreciate the good and the bad that comes with their society.

They have similarities. Some things mirror our world to a tee even. But it's been long and beyond shown to abide by equine laws more ancient than our constitutions. Where their world isn't governed by unrealistic laws that work to further make people feel ashamed of themselves and others in hopes to better squash what was acceptable and considered a normal way of life the generation before (5-10 years).

4364010 Just to clarify though, normal romances with E and T ARE allowed though, right? Because denying that natural fact of life is idealistic which implies those younger age can't have serious relationships in how they view love and understand love.

Also, I don't think I have, but if I ever did, I'd like to be let known if I ever do or have included such violations to the group and what story they were. Though I'm fairly sure I've only submitted Teen and E rated stories.
