Funny, I just reached the episode and that looks like a pony. As I recall, The Doctor is a succession of human Brits.

The fact that he resembles one of them in what may or may not be a visual gag means nothing. If you want to claim that a character from another series is actually present, you'll have to do a lot better than that.

For this same reason, I wouldn't contend that the bowling alley ponies are literally The Dude, Walter, and Donny.
