Stardust's transcendence to alicorn was by complete accident, outside of the rules Celestia had set regarding alicorns in general. As such, his Prince status - until he marries Twilight - is completely unofficial. To the eye of the Equestrian royalty, his current position as an alicorn doesn't count.

Well that feels...pretty stupid, no offense. I mean, I guess I can understand where this was going but I can imagine anyone would mistake Stardust as a Prince due to being an Alicorn.
Ya know, I forgot that would make him a prince under normal circumstances...oh well.
He looks more like an exception to the rule, because he's only alicorn not to be automatically titled a Prince, AFAIK
