Those should all be "Whenever" abilities, since the Four Elemental
FiendsLords can attack more than once over the course of their existence. Also, Huitzilopochtli should target those permanents. (That doesn't apply to Tezcatlipoca for the same reason Extract from Darkness doesn't target. Want to be able to get at the top layers, after all.) Also, Tlaloc's ability is uncomfortably in between "Cast it when Tlaloc attacks" and "Cast it following normal timing rules." I'm not sure which one you're going for.Aside from that, lovely application of Aztec mythology. Looking forward to seeing where you go with these.

The spell is meant to follow normal timing restrictions: the idea is to make the next spell you cast that turn with converted mana cost X or less uncounterable. The issue is that I couldn’t just straight-up say “the next spell you cast this turn with converted mana cost X or less” because then you wouldn’t have enough mana to cast it after paying the cost in most cases.
I’m sure I’ll find a way to revise it to make it less awkward, but that’ll take some tweaking and I’ll have to wait until after I get off work. Either way I appreciate the feedback, and have made the other changes you suggested.

I think it'd go something like "If you do, you may cast the next spell you cast this turn with converted mana cost X or less without paying its mana cost. That spell can't be countered by spells or abilities." I think. This is some weird and fascinating design space.
