I don't think they're Primarchs in the same sense as the other eighteen. I think they were meant for something other than war. Besides which, if the Emperor could create both male and female Space Marines, I'm pretty sure he would have capitalized on it immediately.

she and my second creation were spared the horrific tragedy that befell my sons, my people and myself.

Given how the biology of Primarchs and Space Marines works, I'm going to instead change this in my head to Luna simply mutating in a more drastic manner than other Primarchs. It is much easier to explain and, given her magic, it would give her the option of possibly switching between Primarch form and Luna form for producing Astartes and fighting (like Primarch to make Space Marines and smash stuff, Luna to blast with magic and because she's most used to it).
