You can boil the hot dogs. That's how my family's been cooking them.

What on earth is a hot dog steamer? Why would you need a separate gadget to steam anything? Boil a little water in a pot, put in a metal strainer (not IN the water, but suspended above it), put the hot dogs in the strainer, cover with a pot lid. That is how you steam things at home. They even sell special steaming racks that fit snuggly inside any pot and they aren’t expensive.
Also, if your frying pan is metal or teflon, and not one one of those cast iron pans, you can use it to boil stuff. I’ve cooked spaghetti in mine.
