I'm surprised no one's picked up on the Chekhov's Gun I planted for Book Two of the Spyro and Spike series, thereby showing I'm playing for keeps this time. I mean think about it, who in the classic Spyro franchise do we know uses magical scepters, is vertically challenged, has a protruding cape, and a minion named Crush? Imagine the Bloodstone Scepter in HIS hands... makes him a bit more dangerous, don't you think? Plus, it adds a more viable Macguffin than "Tailsmans/orbs to defeat bad guy and return home and go on a vacation/romantic getaway," although that's a pretty good one too...
Ripto obviously. I figured as much but thought not much of it since he order Crush to break it in half cause of how heavy it was so I assume he removed the stone itself and is taking the staff part of the scepter for his plans not realizing what the stone is capable of.

Actually, Ripto had Crush try to break down the staff part so that he could carry it around, but them ancient dragons knew what they were doing, so Ripto resorted to Plan B: making himself taller so he can carry it around easier.
