Because her faceplate looks like a recolor of Applejack's, or possibly Pinkie's. I'm more concerned with just how pumped Photo Finnish looks to be in Celestia's class.

EDIT: I know those are supposed to be apples on her desk, cuz teacher, but they really look like human hearts and that just gives the whole set a different sort of spin.

It's reuse of existing assets/molds. If you crack open one of their heads, the way the mni's head and hair stay together is their glue and snap points which include the ears. So it doesn't make sense lore-wise, but does make sense in an ease of crafting/merchandise sense. The less alterations done to the base doll mold done, the cheaper it is to make.
