Poor Rain Storm, only makes one appearance in the Time Keeper just to be knocked out by Tango and then isn't even given a name until the story Tango.

Used to work in the Manehattan weather service but was fired along with Thunder Cloud, now works for Barricade, mostly in the gym and maintaining the apartment building, but does gang works as well if told to do so.

He likes hard cash.

He is in his early twenties around 20-21
