I always found Spike to be an interesting, albeit boring character and I aim to address some of the main questions regarding him, as well as providing my point of view on who he is. I hope you all enjoy it!
Problem with Spike is that he is child and child episodes have pretty much very small box to make moves with ideas.
We won't see CMC with mental breakdown like Lesson zero and we won't see similar spike in this. He is too simple to make good plot, anything other you can place there any different character
3252223 Problem with Spike is that he's a secondary character and the staff over at DHX have proven time and time again how utterly shit they are at their jobs by not being able to do ANYTHING with characters who arent main cast. Dont blame the character blame his utter shit writers.

3252288 If you think ANYTHING done in MLP is "good" work then you must have a very very very very low standard for story telling. Spike has everything he needs to be a great character the only issue is he isnt allowed to BE a great character because his toys don't sell as well enough.

I agree with your comparison to Applejack... which is the problem. In Seasons 1-2, Spike was the straight man(dragon) for Twilight. That is... he was Applejack. Now that they seem intent on having all the girls in all the episodes, Spike's role is being filled by Applejack, so the writers don't know what to do with him.

Unlike Applejack Spike is not crucial enough to the franchise to require writing more episodes to him to make him more relevant. AJ being jokingly called a "background" character is not something the show writers want to see. Saying the same of Spike is ok he really is more of a background character with more time on screen than average.
Spike could have more time and be better written but honestly that is a very low priority for the writers.
