Yes, Togepi and Wigglytuff have both been retconned into the Fairy type.

What!? The first gym isn't a rock type? Blasphemy! The whole point of the first gym was to teach new players about type advantages, and fairy only has strengths and weaknesses to types most beginners don't have (except fighting, but still).

And Wigglytuff has a ridiculously high HP stat, so it'll be a lot of stall tactics for the first gym. Oh well, Pinkie as the first gym leader sounds awesome anyways.

Wait, how can the badge be three separate balloons? Or are they connected by tiny lines to make one badge?
