I didn't get it at first. Very clever.
Twilight and Rarity were obviously going for some photo-shoot. Pinkie Pie decided to photo bomb, or just interfere, to which the two unicorns couldn't turn her down, because Pinkie Pie. So she's there.
Spike is there because he followed Twilight for no reason. His dragon senses called him that something needed to be done, and he didn't realise he had wandered onto a photo.
As for Scootaloo, they had to fill the pegasus quota, and Rainbow Dash was obviously too busy getting it on with Applejack somewhere else, though not really, they just believe that because she's Rainbow Dash.
Fluttershy was holding the camera.
That, or my inner ships tells me it's a TwiPie + Rarity, or RariPie + Twilight moment, and the other two came out of nowhere.
But your co-worker is the best. I wonder what the reaction was when he/she walked up to that till or wherever to pay, and then the cashier gave him/her that look. "No no, it's for my daughter... yeah... my daughter."
