Even setting aside how callous she is to Misty, it's also shortsighted. Isn't it implied that Opaline needs Misty as her agent in the outside world? You'd expect more of a "Ugh, do I have to do everything for you?" I'm reminded of the Battle City arc of Yu-Gi-Oh!, when Yami Bakura and Yugi are dueling. But at least there, Yami Bakura has the good sense to switch back from his severely wounded host, realizing that he still needs him.

There's a guy I found on Twitter by the name of Bearmation who does some really good arts including several of Misty and Opaline that are absolutely heart-crushing. There was also a one piece comic I found a while back (also on Twitter) that was really touching. I even took a stab at a brief bit of dialogue between those two based on Opaline's apparent "you're a tool Misty" attitude.

Misty: "I'm finally getting my CUTIE MARK?!" (excited squee)
Opaline: (chiding) "Now Now Misty settle down or I won't be able to concentrate"
"All right, now close your eyes...and no peeking I mean it"

Opaline: "All right Misty you can look now"

My personal theory is that Misty is her daughter. But she's such an elitist B* that she doesn't acknowledge or (especially) treat her as such because she's "just" a unicorn.
