Cute or sexy, here's a question: style. And I don't mean frills or pleated.
1) Does the skirt slip under the tail with some kind of buckle to secure it around the dock? Or does the skirt simply slip over the tail, letting a pony raise their tail and the skirt with it?
2) What about coverage? Does the skirt lie down over the hindquarters, hiding the mare's private areas? Or is it just a big funnel that does nothing to cover what is under the mare's tail?
3) Heck, there is even a third variable to consider! What about extent? Does the skirt wrap under the flanks or is it open underneath, simply draping over the ponies rear like a cape?
I suppose the truest answer is: it depends.
So why do I ask? Well, I was writing the next chapter of "Stallion Panty Prisoner" and I got to the part where Chad gets dressed. Personally, I like to get a really solid mental image before I try to describe something, as I hope most authors would do, and I found myself kind of drawing a blank. What would a REALISTIC skirt made for ponies look like? I tried looking up some screenshots from the show (because I don't want to comb through EVERY episode looking for dresses and skirts) and was surprised that I found CANNONICAL examples of every design variable combination. Which made my mind spin. Though generally (as in NOT always) dresses and skirts tend to go OVER the tail.
Like, wouldn't you want the tail to be free to sway and move? Isn't the tail meant to help a pony keep their balance? And especially with a short skirt, the tail would easily lift the bit of fabric and leave the mare exposed, which kind of defeats the purpose of wearing clothes. Logically speaking, the tail should always remain free. Then again, ponies don't wear clothes normally so "being exposed" is probably not a concept ponies even have. There is no such thing as "nudity", clothes are just body decoration. So why wouldn't you cover the tail? You're trying to look different and the tail is a rather large image so if you want to change your appearance you either style your tail or cover it.
Though I'm writing a piece of erotica, is anyone other than me going to care about details this specific? Who cares?! Well... I kind of do. I like my stories to make sense from as many angles as possible. So I found myself chewing on the question: pony skirts.
My personal conclusion would be that the skirt/dress should ALWAYS go under the tail and that the skirt should cover the privates. But we've SEEN skirts that defy both those qualities in the series. It is a canonical fact that ponies would wear a skirt over the tail and fully exposing their backsides in public! That is so bizarre. I wonder if the showrunners ever agonized over that at all?
Just venting some thoughts I'm sure every artist who has ever tried to draw ponies with clothes has already considered. Did I blow your mind today? I hope I at least gave you something to think about.

well, ponies have no problem being nude, so wearing an exposing skirt wouldnt be any different.
also ponies seem to lack any type of private parts, which could just be the animators not animating them, or maybe ponies reproduce minecraft style, when two ponies love each other very much, a magical explosion spawns in a new baby.
