I...will be honest with you and say that I was a little unnerved by how Celestia was acting, don't get me wrong this story is good, it's just her character. However, seeing this gets me excited to see what would happen to her in the future. I will be waiting...oh and Happy early birthday!

I do want to see Elliott finally put his foot down, and give her the talk to NOT act like a arrogant spoiling child with broken OP Sun Powers, or acting like a hypocritical villain in the eyes of humanity.
Seriously, she is almost acting like Discord with his attitude, and abusing his chaos/reality powers like he is in a playground. And guess what Celestia is doing to our Sun, and Solar System like a playground!!??
Hypocrisy at it's worst.
And those threats are similar to what Nightmare Moon, Chrysalis, Sombra, Tirek, Bully Sunset, Villain Starlight, Shadow Pony, Storm King/Villain Tempest Shadow, Cozy Glow, and finally Grogar himself would have said. IF they have similar OP powers like the Alicorns do.
I wouldn't be surprised that it's Daybreaker in disguise. And I don't think Elliott, and everybody/everypony else will like that.
I'll be honest and say the writing has room for improvement, the story pacing in particular. I've also seen and still enjoyed much worse, and the way everyone gets better is practice and experience so stick with it and you can only get better. I actually feel like the major problem with Celestia's characterization has more to do with the pacing than with her actions. In context I'd say it makes some sense for her to make some threats to protect Elliot, but she does so in a casually offhand way that feels oddly out of place. I think fleshing out the dialog and world building a bit more could help with that in the future and make things feel a bit less surreal.
The story has some interesting ideas I haven't seen much of and is an enjoyable enough read to be worth exploring. However, by far the most impressive thing so far has to be that you have Biden, Trump, and Obama all in multiple chapters together and instead of a massive tantrum going on in the comments everyone is upset about Celestia. That may be a genuine first. Even if I do feel like an opportunity to have them get into a slap fight in front of the aliens was missed.
Isn't it written in blogs? You could do in an author's note at the end of the chapter by linking to a blog where you explained to readers why Celestia is like this.
