What I meant was that when the income tax was first introduced it was a tax only meant for "The 1%," and nowadays everyone pays income tax. Any "tax the rich" policy put into place will eventually apply to everyone. And by that point, the rich have a way to circumvent it so technically it applies to only the non-rich.
Businesses can claim that their headquarters are in two different countries to not pay taxes in one country while getting tax returns in the same country.
Example: a business claims to have its headquarters in the UK so it doesn't have to pay American taxes, yet, claims to be headquartered in Texas to get American tax returns. They paid zero in taxes but get tax returns, why is this a thing?
The rich will always have a way out, and when it applies to everyone, everyone else won't have a way out.
Or the policy is so mucked up that it is insane to start with. Like the "unrealized gains tax."
TL:DR "Tax the rich" always turns into "tax the poor."

I don't know if this idea would work but in addition to the normal taxes, a community donation pool to supplements the taxes so that the rich or anyone else can donate money into Community upkeep. With this idea, if you drive down the road and notice a lot of potholes and wonder why they don't upkeep this road, you can donate extra money towards fixing the road and only towards fixing that road. Once money is donated towards a certain policy it is not to be spent on anything else to avoid embezzlement. No "money for Road repair going towards a statue of the mayor." This is how I would run an HOA.

Alternatively, we go with taxing the rich, which eventually becomes taxing the poor. And said tax does not go towards Road repair but instead goes towards a smart toilet that can recognize people by their "starfish" (yes, this is a real thing, and yes, that is the word they use)

Road repair is just an example I use because it is a common problem nearly everywhere and very little is being done about it in our current system. I have seen potholes big enough to be sinkholes. (Literally over my head deep) State-owned roads very rarely get repaired.

Smart toilet that recognize people by their butthole is better then knowing and somewhat controlling where taxpayer money goes? The proposed system would have no difference to the current system other than people can donate extra towards certain taxpayer projects.
Sadly, even this system has flaws. This could eventually lead to taxpayer projects relying on donations alone to work just like some people being paid only through tips.
