Because the organizations that regulate stuff think kids can't handle seeing video game depictions of blood and/or violence. I'm pretty sure a large amount of kids have seen these things, either via watching an older sibling play the games, or negligent parents buying the games for them.

It was thanks to mortal kombat that I'm not weak when I see blood but there are people (karens) who is going to be butt hurt when a tiny amount of blood is show to their kids.
