Celestia's Expy would probably be the Empress Tianhou serves. Given the Longmas' fire powers and her position as a benevolent ruler, that would probably be the closest we get to a Celestia counterpart.

Of course, there is also the High Priestess of that Order Oleander used to belong to, but she wouldn't have anything in common with Celestia except being a mentor to the Twilight Expy (and, even then, their relationship is nowhere near as close and fond as Twilight's and Celestia's is).
