Republic/Empire: + Survived conflicts against the Sith empire, Mandalorians, Eternal empire, the Confederacy, the Rebel alliance, New Republic (Canon and EU) + Jedi and Sith assistance + Organized military + Just as planned Chancellor/Emperor - Cheaply cost fighters (Because quantity over quality) - Power play in politics - Can't cover a hole on TWO Death stars - Storm troopers can't hit a side of a barn, but Clone troopers and First Order storm troopers can. and some others
Citadel Council: + Bangable aliens (there better be a Turian waifu in the next game) + Cultural and racial diversity + Military assistance from council races - Secrets and lies (Prothean beacon and VI in the Temple of Athame, continuing to sterilize the Krogan and planting a bomb on Tuchanka after the Genophage, and knew about the Reapers after the first battle of the Citadel) - Stuck up politicians - Treat humans (Before becoming a council race and onwards), krogan, and quarians second rate. and others
I disagree. It's kind of a subplot that the cultures of Citadel space have homogenized and stagnated, causing friction with the humans who are all so excited and full of new ideas.
Which Galactic government would the galaxy be better off with?
The Old/Galactic Republic before the rise of the Empire, or the Citadel Council?

Star Wars has that too. Togruta and Twileks.
Agreed.
