Seems to me legally the judge had no legal basis to revoke the previous ruling.

At best this is a case of the law sucking, but then again it is no particular surprise that there is no legal basis to deal with the situation of someone who has been gone for over 20 years.

Seems more like a case of judges being dumb as fucking dirt. Then again, when a person who tells another living, breathing person that they're technically dead can call themselves a "judge" of anything more complicated than a coin flip it seems more like a failing of the entire system.
