Well I wrote a story about her and Rainbow Dash, so...
Her theme is stereotypically evil and final boss-like, and her motive is really generic compared to the motives of other Touhou bosses.
Also she seems to have stepped in some cement

One of the best songs with several of the best arranges out there. It's not going to compete with U.N. Owen was her? or Last Remote, but it's up there.

Indeed, it's a favorite.

My third favourite character right here. I just love everything about her - Her design, her theme, her power, her weapon and her personality.

Basically, her story is: some goddess named Kanako told Utsuho to eat Yatagarasu because Utsuho was so mind-bendingly stupid that she was actually a genius and Kanako has a habit of telling people what to do for her own ends. Utsuho ate the three-legged crow with some fava beans and a nice Chianti, and gained the power over all of nuclear physics. She then decides "Hey, I can literally raise Hell!" and proceeds to flip the UN off, flip the fuck out and develop a nuclear weapon programme using herself, like Iran would've if they were more balls-out. A fellow pet, Rin, decided that she wasn't down for being an accessory to nuclear terrorism, so she created a false flag incident on the surface to get somebody down.

She expected youkai. She got humans. Said humans were Reimu Hakurei and Marisa Kirisame, who are scientifically proven to be "quite good at fighting." They had fought their way through Former Hell, into the Palace of Earth Spirits and defeated Rin herself, so she decided that they were legit, told them that Utsuho was about to DEFCON 1 all over the place, and told them to stop her. They go into the reactor, shoot/beat/strongly-worded letter the crap out of her, and then Utsuho realises that nuking everything is not a good idea because it will only make people slightly angry. She then becomes the furnace for both a hot spring and a nuclear fusion plant. Such is life in Gensokyo.

She is the only character who's spell cards are given a warning siren (Aside from one of Koishi's spellcards, but Koishi is a whole other barrel of AW HELL NAW.). I just think that says everything about her.

Also, for someone who is supposedly stupid, she says some badass things:

Mhmmm. What of it? I am indeed the one with the power of a god. I'm also the one who's plotting to invade the above ground using this power. And, so what? Are you saying you'll try to stop me?

But, there's also another point you are overlooking. My ultimate nuclear energy melts up everything completely! How would you go about taking me down then?
