Thoughts about Enclave Cities · 6:24am Nov 24th, 2021

Thanks for your patience. I wanted to maybe try something different today. So here are some ramblings about Enclave city designs that I drew up a while ago. This is a proposal for how a major Enclave city might be structured in Fallout Equestria:

In general, a major Enclave city could be divided up between 5 levels. This could vary from location to location, but for purposes here this is the most general idea of a major pegasus city. Defenses would be placed at the bottom along the cloud layer like a lightning grid, patrols, etc at (Level 0). Then a ways above that would be the first sub level (level 1) for cloud-layer maintenance and military personnel only. You had to have approved credentials to be that far down. Any bases below that would only be accessible to military personnel.

Having cities positioned above the cloud layers prevents curious pegasi from getting random peeks at the surface, and it also mirrors real life since most rain activity we get takes place inside the troposphere. It would make enough sense to have a Cloudsdale-like city positioned slightly above. The gap between layers would provide big discouragement towards adventurous pegasi in a not-so-subtle way.

(Level 2) would be more maintenance focused. Especially provided the location (and if it's stationed on a Thunderhead). High likelihood there might be barracks or patrols on this level. (Level 3) is the general city area that everyone including non enclave is relegated to. Might be divided into upper and lower class. In a smaller location it's possible Level 2 and 3 might be squished together. I think though that it would be pretty unlikely for them to have a spread out population and smaller bases would likely be entirely populated by military personnel. (Level 4) would be more upper class, politicians, and military. (Level 5) would be Council and purely government affairs. Any Enclave government institutions would likely be at the center of the city.

Furthermore, you're not going to be working near the cloud cover without a permit. I think it's likely that the ones who came to the surface following Ditzy Doo's Sonic Radboom *probably* would've been cloud farmers or weather surveyors. It would be a little weird for them to be there otherwise because that would suggest that there's a big city near New Appleloosa or something that's been there all this time. Though there's always the possibility that some pegas outside of the city would see the gap in the cloud cover and investigate it.

They can implement travel passes between Enclave cities. Since their entire modus is to maintain control over an unwitting population it makes sense to implement a system like this. You can get tickets for rations, travel permits. etc, etc. They would want to know what their citizens are up to at all times within reason, though I don't think they would want to be expending the resources to be do that, just to create this Big Brother idea in the heads of their population and keep them focused on other things so they behave. I think this city design would solve a lot of issues with the Enclave in explaining how they might've managed to hold onto power for that long and I like how it mimics atmospheric cloud layers like in real life.

What do you think? Any thoughts? Should I do more ramblings like this in the future?

I like it. I think your idea of the basic setup would be fairly workable and makes sense. I really like the idea of the travel passes. In fact I am currently writing a story that has a main character who is a member of the Enclave forces. This may help explain his limited knowledge of other areas as well as his limited contact with other parts of the Enclave. Of course I would credit you with the idea of the travel passes in my authors notes.
