Let me explain why it has that ranking:

It's just.... everyone else's role in the episode was fine, expect for this scene:

It's just.... as a result in Chrysalis not Reforming in the Season 6 Finale, it caused us to see her again in The Mean 6 where we saw her going Insane, wasting a perfectly good episode. As a result of THAT episode, it caused fans to lose intrest in Chrysalis and lose a fair few fans of her Fanbase. :(

Nightmare Moon, Discord, Sunset, Starlight, Sci-Twi, Gloroissa/Gaea Everfree, Juniper, Wallflower, Neighsay... there are just so many reformed.
Also, Sombra, The Sirens, Tirek, Cinch, and Cozy were never shown to have been given the option,
So with Chrysalis, we can teach children, that not everyone wants 'redemption'/'reformation', that no matter what you do some would rather fight you to the bitter end, it's a hard lesson that is lacking in today's media, it was much more common back in the 80's and 90's.

I never said she can't, only that with her as of the end of Season 6, from the show we finally have an example of a villain that elected to deny reformation/redemption and I think that is a needed bitter life lesson that the show had failed to teach until the season 6 finale.
