Is it possible to have her get one later, and say that the Fenrir R&D wanted her to test a new design of weapon?

Unfortunate no, not as she is anyway. Though she's one of the most, if not the most powerful Daeus Hunter alive, she's not a new type. Twilight and the other yet to be named new type could swap out to get one, but for one, D.A. R&D have yet to invent any new weapons (not to say they might in the future) and for another, her weapon is already heavily customized and isn't just powerful, but holds sentimental value to her as well for reasons I've yet to reveal.
