There is a good chance, within the next few days, I will be knocked off line for a while, because my long-term disability is taking its own sweet time in paying me, and I can't pay the cable bill (or rent, or phone, or electric, or food). As a result, I'm going to post the next three chapters of Peregrination now, saving the ending for after. I'll still be able to monitor over my phone, but uploading chapters via phone is not a trick I have learned yet. This old cat is cyber semi-literate.

Let me get posting, and hope for a miracle. If not, I'll be set.

Holy crap, that sucks.

So I don't know about the local resources available to you, but so far as posting from your phone, what you want to do is tether your phone with your laptop. This would allow you to use your phone's data on your laptop. (but still have whatever data limits you have on your plan, so be careful about looking at large images or watching videos, since they'll go very slow and devour your data faster than you can blink.) On the other hand going to a site like fimfiction isn't so bad, or using a service like Discord.

If you have an android phone, there's an app called PdaNet+ that does this, that's the one I use. You need to install it and the companion app on your laptop, so you should grab it BEFORE they cut you off. Also another reminder that it uses your phone's data, so you'll have the same limits your phone plan does.

Last and finally, I've got an app that can let you schedule chapter updates in advance, if you'd like me to send you a link talk to me on the discord. You could set up your chapters to keep posting for some time into the future at intervals you decide.

Damn, sorry to hear that. If you were here in the UK, I'd probably be able to lend a hoof. I used to volunteer with the Citizen's Advice Bureau; a charity that helps people deal with government cock ups like this. I guess your system is just as bad as the Department for Work and Pensions is over here.

The only thing I can suggest publishing wise, is to upload the new chapters on here before you go offline, then it's just a matter of hitting publish through your phone when you log in. Or, if you save them onto a google docs account, you can access that over the web with no need to download an app, then it would just be a matter of uploading to FiMfiction by way of copy and paste.
