"I always considered The G-Man to be a Lovecraft device in the Half-Life series.

Lovecraft himself said that literary horror was an evocation of "the darker and more maleficent side of cosmic mystery," which draws its power from "the hidden and fathomless worlds of strange life which may pulsate in the gulfs beyond the stars, or press hideously upon our own globe in unholy dimensions".

I always thought of G-man as a part of the cosmology of the Half-life universe, not a manifestation of a deity, but a being perhaps part of a kind of grouping, Boltzmann Brains say, that were encoded into the fabric of space-time across the dimensions and had existed for eons, waiting for beings to evolve so that they could manipulate them, in the cases for both humanity and most likely the Combine too. G-man's "superiors" could be other members of his race, encoded into other universes. They could be encumbered into existing in only one dimension, therefore his actions in the game are really to get his pawns to send out signals across dimensions for reasons which are unexplained.

He is probably involved in a scheme which is neither good or villainous, from the game's point of view, but is merely carrying out a grand design for his superiors, either to prevent a foreseen catastrophe or to purposely break down the current universe and have full control or most probably something unknown altogether.
