Elsa and Anna were lined up to be, and certainly qualify, but it seems Disney thinks they make more merchandising money as part of their own franchise than they would if they were added to the Princesses line-up.
And for reference, my top three princesses in Frozen are:

This is supported by the fact that in Frozen, it's mentioned that three years pass between the sinking of the ship and Elsa's coronation, and Frozen's US release date was almost exactly three years after Tangled's (off by three days). Also, Northern Germany (where Tangled is set) is just across the Baltic Sea from Norway. (Further, Chris Buck, director of Frozen and Tarzan, teased that Elsa and Anna's parents didn't die in the ship wreck but washed up on the shores of Africa with their infant son.)
As a film, I narrowly prefer Frozen over Tangled, but as a character, I prefer Rapunzel over either Elsa or Anna. Rapunzel is, in fact, my favourite Disney princess, jointly with Star Butterfly.
