Well. Here in Southern Hellifornia, it never rains. On the rare occasion when it does, though, everyone comes out of their house and starts screaming and laughing and hysterically acting like it's a miracle. You have little kids rolling in puddles and adults running around yelling "HALLELUJAH!"

At least in my neighborhood.
