I'm fairly certain the reference is that this was a song that was cut from "The Emperor's New Groove."

2999782 It's a song from Disney's Kingdom of the Sun, a musical epic that eventually became The Emperor's New Groove.
The above lines are from the villain song, sung by Yzma (played by the amazing Eartha Kitt). As it was eventually lost (the project was cancelled, like I said, being turned into a completely different movie), only being featured on the albums of The Emperor's New Groove and Disney Villains: Simply Sinister Songs, as of late. It's such a shame they didn't make Kingdom of the Sun.
