Yes, if you know who made the pictur. If it is a random pictur from google, no one expect you to ask for permisson, since you can't!
Have you tried asking the artist for permission? If you have and they declined, then I can understand not putting it to use. If you have not, however, I'd recommend you do so. Artists are usually more than willing to garner some exposure for their work.
