Gary stu, mary sue character?

Hi all, I saw a post listing off the most DO NOT, things to do, and obviously I get paranoid that I'm doing number one on the list.

So my question is, is Frederick a Gary stu in any sense of the word?

Plus, how would I improve him as a character?

In my opinion, no; A Gary Stu in my eyes is a character with no glaring flaws to note of and where every character instantly likes him, For example when he first arrived the emotional outburst was a realistic reaction in terms of his situation. In the latest chapter and previous chapters you also show how the other ponies are still apprehensive about him. Right now I think you are doing fine with your character just keep doing what you are doing and you should be just fine.
