I've always pictured him more, well, colorful.
Like, he looks on the surface as if he could be just a normal, run of the mill clown.

The way I always pictured him, his minions would cause him to always have a distorted shadow like the Vashta Nerada were following him around. This is awesome, though; the frayed outfit really adds to the creepiness factor.

Currently actually re-reading Growing Pains. Cloppin remains one of the more worrisome antagonists.

True, but I took that more to mean he had a rickus grin rather than a skull painted on his face.
Remember the movie IT (your mileage may vary)? Pennywise wasn't creepy simply because he looked creepy as a clown. It was that he could have been any normal clown, but all the bright colors and makeup was covering up something horrible just under the surface.
