Check the creator's deviantart page, you'll learn a lot about how they make it, neat stuff. Mostly done with photoshop though, but the costumes are real.

It was especially funny when the author's notes for one issue read "operation: winter wrap up" and the comments were nothing but people singing the lyrics.

It's all created with costumes, photos, green screen, massive amounts of textures, and endless toil and sweat in Photoshop.
