I'm just confused here... can there be 2 stories (with different storylines) that share the exact same name... or is it not cool?

I don't see what's wrong here. The guy might have well thought this out, and it's not a carbon copy of this Project Ascension. Anyway, it is a name for a story I could see being popular, if it was about secret government projects. Hell, even Call of Duty had a Project Ascension (Black Ops zombie map)

As long as there was no harm intended by naming the story that, no. If you both came up with the story totally independently, and your titles just happen to match, it's not that big a deal. However, if one of you used that title in hopes of capitalizing on the fame of the other's story, which doesn't sound like what happened, there would be a problem. At that point, taking the title would be plagiarism.

It seems to me to be nothing more than random chance. There are only so many words in the English language after all. Given enough time its guaranteed that a title will be reused.
