Last time I inquired about it (which was, admittedly, a couple years ago), the admins didn't consider bulk downvoting of comments on a fic to be significant enough to warrant investigation. If it was a mass downvote (as in, a large, obviously coordinated harassment campaign), the'd look into it. But a single hater that just downvotes and that's all they can do without outing themselves? Not much reason to go after them.
