It means that we should have encountered aliens by now with how likely they are to exist normally, but we haven't for some weird reason. And the name of the attack being the Fermi Paradox's Answer means that the reason we haven't encountered any alien is because of Fecto Elfilis. Because they exterminated many of them.

Well that...makes a disturbing amount of sense. That is a proposed solution to the Fermi Paradox irl as well--that a Type 3 or higher civilization goes around in the Milky Way and wipes out planets that could potentially give rise to competition.

What is the autor trying to say that one of the answers to the fermi paradox is the existance of some form of mega predator (in this case Fecto Elfilis) goes around the galaxy (and maybe the entire universe) consuming all forms of life that encounter ( like Galactus version of this universe)
So let me get this straight... The reason why we haven't encountered extraterrestrial life... is that Fecto Elfilis killed them (or at least, most of them) with a meteor storm (among its other attacks)?
