'tis a fine example of the difference between intuitive magic and rote magic. As a rote spell, prestidigitation is a simple cantrip that can easily be picked up by anyone with a modicum of effort. However, as an exercise of intuitive magic, 'tis a rather finicky and delicate application of telekinesis that expends quite a bit of mental focus for comparatively little reward. Rarity could probably manage it, and likely does to maintain her ensembles, but for most everyone else 'tis faster and easier to simply scrub down with some good soap and shampoo.
