So it's awful if Pinkie ruins Gilda's mood and reputation at the party, but perfectly okay if it's Dash? Huey feels sympathy if Gilda feels terrible if Pinkie is intentionally targeting her for pranks, but he stops feeling bad for her when he finds out it was Dash doing it, even unintentionally?

Well, when Huey thinks Pinkie is intentionally being underhanded and downright cruel, it frames Gilda's anger and outrage as perfectly justified. After all, would you appreciate being targeted in such a way, even if you were a meanie like Gilda was? When it's clear that it was just a string of very bad luck, the outrage loses all foundation. Gilda, at that point, should be very apologetic to Pinkie and just accept that it was what it was.
Yet Gilda continued. At that point, she loses all real credibility and there's no real sympathy for her anymore. At least, that's how Huey interprets it.
