ok Kitsy made me do this.
this chapter is so good and yet it has secrets if you look at things right.
fun facts :
real horses are not effected by CS "tear gas "
pepper spray doesn't work either
I can only guess how a Tazer will effect a Pegasus

Didn't know that about the chemicals. Thankyou. I should have thought ahead to the tazer class...that gives me ideas. Thankyou again.
Refusing to report a fellow officer for reckless handling and discharge of a firearm that nearly killed someone? Yep, Civil is right on his way to being a Great Cop. Story started with promise, but writing a story about becoming a cop whether you want it to be or not is political. It’s your story, but someone has to point out that little bit of schaudenfreude.

It was implied they thought it was down range while Civil's wing went out. Anything forward of the line would be dangerous while people are picking up their mags, which is why they clear the line first. A slow burn would put them in a dangerous situation. The angle could have been interpreted to be down range since it happened so fast. I didn't feel I need to explain all of that, plus they were punished for improper handling of the gun.
I suppose I can edit it to make it more obvious it was an accident and less like they were being deceptive.
Edit - after rereading it and taking a nap, I realize it is my failure as a writer if the scene was interpreted that way. That is not how I wish to portray the character and it is on me to convey it properly. I will change it as soon as I get a chance. Thank you for pointing it out and hope you continue to enjoy the story.
More Edit - I went ahead and incorporated it into the character, making my mistake part of the character. I feel it works better this way for the character's growth.

Thanks for responding, however you said it pretty directly…
And
Writing such a large chunk at one time is a challenge and it’s easy to lose track of your own intentions. I’m not fond of police in America myself, but have been following your story for a long while for my interest in how you might address that and how it could be something that made it better and addressed the real issues. It’s your story to write, a lot of this is my expectations being different than the course of the story. It’s definitely been a solid story so far, and I’ve enjoyed a fair bit of it. It’s just also a story with things I disagree with too, and that’s okay.
