I said it once I say it again, banishing Visionary Dusk was a moronic decision, it's like Celestia to say sure go commit crime but not in my country, like seriously what was there to stop him or start working for another country.
Did Sam consider not going back to Earth? Yeah he'd be leaving his friends but here he can live free and not be hunted by every nation on the planet, heck in this world he maybe able to conquer a small nation, who knows.

I feel that over the centuries, Ol' Sunny became somewhat 'obsessed' with the idea that anyone can be given a second chance, Thanks to no small part of her own sister's banishment. I also believe that she wouldn't just say, 'Yeah, you're banished. Get out and promise me you won't do anymore bad things, even in a another country'. I think she at least smart enough to keep close enough ties (and a few intelligence gathering operations) with the other countries of their world to ensure that those that are banished (how very few they are (just another headcanon of mine)) do not become a threat. Is it the most healthy way of thinking? Perhaps not, but everyone has their faults and no one is perfect. Plus, I kinda did run through most of the other ideas of how to introduce Visionary Dusk as a character, and banishment was one of the few that really made sense and that I could really work from. But don't tell anyone I said that
As for Sam. He and the rest of his friends (The Four Aces) have been through too much to really just give up and cut ties with each other like that. I know it sounds a little too altruistic, but I think knowing what would happen to his friends if they had been captured and he was the only one to stay free would seriously eat away at him. Plus, sure, Sam could possibly take over an entire nation in this world if he really put his mind to it (Not like magic, this world's main source of evolution, could really stop him), but you'd have to consider one thing. His original goal with his friends back in Memphis, on top of avoiding being recaptured, was to put an end to the false propaganda being spread about conduits being nothing but destructive and evil by the D.U.P. They worked pretty hard, and won quite a bit of favor from the residents of Memphis in doing so, which has helped the United States as a whole question the validity of the D.U.P.'s mission from these conduits and the 'Banner Man' in Seattle.
Also, Sam doesn't really have the patience or conviction to run a country, and he hates bureaucracy.

But what truly nags me about this is that no one question this, Sam, Twilight, Luna, Cappy no one, Celestia released a complete sociopath onto the world and failed to keep track of him.
As for Visionary Dusk you could say that he just escaped imprisonment be it from Tartarus or just plain dungeon and has been a wanted stalion that Celestia forgot about or kept hush about.
